Yes! It is all about showing off and getting people to spend a lot of money to buy clothes that will soon go out of date. It is bad for society and it is bad for the planet.
No! It shows the best of human creativity. It makes people's lives more colourful and more fun. And if you reuse outfits, it does not need to be wasteful either.
