What is a sponge city?

Today, more people live in cities than in the countryside. But cities have a problem: flooding. There are a number of reasons why flooding occurs, ranging from rising sea levels to concrete surfaces, which stops rain from absorbing into the ground. This video from Vox explores how some cities are turning themselves into giant sponges in an attempt to stop the flood.
