Should water be rationed?

Last week, the head of England’s Environment Agency warned that England could run out of water in 20 to 25 years. “We all need to use less water and use it more efficiently,” he said. The average person uses 140 litres of water — but we need to cut it to 100 litres to avoid the fate of Cape Town, which almost ran out of water last year. Should water be rationed? What do you think?
