Is it wrong to use animals as spies?

A whale has been spotted in Norway, wearing a strange harness made in St Petersburg. Scientists think the animal is a Russian spy. For decades, Russia trained sea mammals, carrying cameras or weapons, to find enemy ships. But it’s not just Russia — the US navy has also trained dolphins and sea lions.
