For the Saudi billionaire, it was a dream come true. He was at Buckingham Palace. And he was being given a decoration by Prince Charles.
The best part? He didn't have to do anything admirable to get it. He just had to pay £1.5m!

Mahfouz Marei Mubarak bin Mahfouz received his Honorary CBE in 2016. But this weekend, a newspaper revealed how he got it.
In 2011, bin Mahfouz wanted to gain residency in the UK. He paid lots of people to give him advice on how to do it. In the end, he met a man called Michael Fawcett.
Fawcett was Prince Charles's right-hand man. He was always there to help and give him advice. He introduced bin Mahfouz to Prince Charles.
Soon afterwards, bin Mahfouz donated £1.5m to two of Charles's favourite charities. Then, in 2016, bin Mahfouz got his honour.
Since the story came out, Michael Fawcett has quit his job. Some think the prince should too.

No! He was clearly part of the plan. It shows us that he does not respect rules. Most people receive CBEs for doing amazing things and making the country proud. If Charles is going to be king, he should respect that.

Of course! Everybody makes mistakes. This was a bad one. But Charles is also an inspiring person. He has fought climate change for over 20 years. He has set up dozens of charities. This is proof he can rule a country.
